A 17-year-old driver killed an 84-year-old man crossing the street in Queens last night. According to the NYPD, Ignacio Andal was walking west across Wicklow Place when the driver made a right onto Wicklow from 188 Street, striking Andal in the middle of the road.

Wicklow Place does not have a sidewalk or a crosswalk, and 34 Rules of the City of New York Section 4-04(c)(3) [PDF] permits pedestrians to cross mid-block on such a road. Andal was reportedly pushing a cart at the time of the crash, and lived a half mile from the spot he was killed.

An NYPD spokesman said that no summonses have been issued in the incident. An NYPD press release states that "there is no criminality suspected at this time."

Streetsblog points out that Andal is the third pedestrian to be killed in the 107th Precinct this year.

Jenna Daniels, 15, was killed in a similar fashion by a driver on Staten Island last month as she jogged across Bayview Avenue, a suburban street she is legally permitted to cross mid-block. The driver, a 38-year-old male, was not given a ticket or charged with any crime.
