Earlier this week, Vice President Joe Biden took a break from washing his Trans Am to tell the American people that Republican policies from Mitt Romney and Paul Ryan would "put you all back in chains." Naturally, everyone cringed—and President Obama defended him)—but the remark was red meat for the likes of Sarah Palin, who said Obama should replace Biden with Hillary Clinton, and our very own Rudy Giuliani.

Giuliani told CNBC's Larry Kudlow that Biden "has become a laugh line on late night television. I mean, he — I have never seen a vice president that has made as many mistakes, said as many stupid things. I mean, there’s a real fear if, God forbid, he ever had to be entrusted with the presidency, whether he really has the mental capacity to handle it. This guy just isn’t bright. He’s never been bright. He isn’t bright. And people think, well, he just talks a little bit too much. Actually, he’s just not very smart."

Then he told Piers Morgan on CNN, "If Vice President [Dick] Cheney did this, if Sarah Palin did this, if Paul Ryan did this, it would have been on the front page of 'The New York Times' and you all would have been outraged. So somebody had to get outraged and it's going to be me." Now, Giuliani is telling Meet the Press's David Gregory, for the Sunday news talk rounds, that he was "astounded" by the statement and calls Biden dumb and a "laugh line"!

But let's face it: Rudy is still hurting from Biden's withering assessment of him from the 2008 campaign, "There's only three things he mentions in a sentence —a noun, a verb, and 9/11."
