Police officers have arrested at least 16 people rallying against Arizona's new immigration laws outside 26 Federal Plaza. MyFoxNY reports that the 16 had linked arms and blocked traffic outside the building, and were arrested after refusing to disperse. Police charged the nine women and seven men, including City Council members Jumani Williams and Ydanis Rodriguez, with disorderly conduct.

Protest organizers say they were scheduled to rally to "enact just and humane immigration reform," and they were participating in "civil disobedience." Ydanis Rodriguez told NY1 that every Monday, a different City Council member, clergy member and union leader would lead supporters in a civil disobedience protest of the immigration law until it is overturned. He said, "We believe this struggle is a struggle of everyone...This is only the beginning."
