74-Year-Old Pedestrian Struck & Killed By Three Motorists In The Bronx

A 74-year-old Bronx man was killed while crossing the street and being struck by the drivers of three different motor vehicles. Police say that around 8 a.m. this morning, Angel Figueroa was walking north on East Tremont Avenue across Puritan Avenue when he was hit by a 1999 Dodge Durango driving east, an unidentified vehicle traveling west, and a 2013 Nissan Altima, also heading west. Figueroa was pronounced dead at the scene.
According to the NYPD's statement, the drivers of the Nissan and the Dodge remained at the scene of the crash. No charges have been filed and the investigation is ongoing.
Last night, a 34-year-old cyclist was struck by a pickup truck driver on Smith Street as he tried to turn left onto Schermerhorn. DNAinfo reports that the cyclist is in serious but stable condition at Bellevue, while the driver of the truck isn't expected to be charged.
According to Streetsblog's analysis of state data, of the 14,479 crashes that resulted in the deaths of 152 pedestrians and cyclists and injured 14,327 more, the NYPD cited only 101 motorists for careless driving, a citation rate of 0.7%.
Since the carless driving law was passed in 2010 after a delivery van killed 4-year-old Hayley Ng and her 3-year-old classmate Diego Martinez, the NYPD has refused to issue summonses for careless driving, unless an officer witnesses the incident.
The department's decision to refuse to issue these summonses contradicts the opinion of the state attorney general, as well as existing case law. Two attempts to pass an amendment in the state legislature that would compel the NYPD to issue summonses if officers have "reasonable cause" to believe a violation was committed have failed to reach the governor's desk.
