A cabbie who allegedly struck and killed a senior citizen crossing the street on the Upper East Side yesterday evening was arrested and charged with failure to yield, according to the NYPD.

Cops say that shortly before 6 p.m. yesterday, a cab driver going east on 70th Street made a left turn onto 3rd Avenue, when he struck a pedestrian in the crosswalk while she tried to cross Third Avenue. EMS who responded took the woman, identified as 80-year-old Barbara Horn of the Upper East Side, to New York Hospital, where she was pronounced dead.

ABC7 reports that the cab driver dragged Horn for a short time before finally stopping.

The Daily News spoke to a witness who told the paper that the driver "hit her and dragged her" and that Horn's "whole side was smashed up." The paper also spoke to the doorman at Horn's building, who said she "was always so kind to everybody. Always laughing."

After an investigation, cops arrested the driver, who they identified as Syed Ulah, a 49-year-old resident of Kensington, and charged him with failure to yield to a pedestrian.
