And so continues the seemingly unending Cuomo/de Blasio power struggle. Though the mayor has made a number of moves against the expansion of charter schools since taking office—including blocking three Success Academy schools from expanding into existing public school space—Cuomo has reportedly worked out a deal to give charter schools government cash to lease classroom space in private buildings.

The deal, which was tentatively reached yesterday, also plans to increase per-pupil funding by $1,100 over the next three years. And it requires the city to look for space in public schools to help new and expanding charters co-locate. If space cannot be found, the city will be required to reimburse any rent fees a charter may incur in private space; the city will not be permitted to charge rent to charter schools co-located in public school space.

This isn't the first time Cuomo's come between de Blasio and charter schools. Earlier this month, he attended a rally held by Success Academy CEO Eva Moskowitz and pledged to "save charter schools"; he's also made it clear that protecting charter schools would be a focus in his next budget.

Even de Blasio has taken a softer tone when it comes to charter schools after an aggressive ad campaign blitz funded by Moskowitz coincided with a decrease in his polling numbers, noting he does not want to "destroy" charter schools. And though he did propose to block three of Moskowitz's schools from expanding, he approved the expansion of five other Success Academy charter schools.

Cuomo's new deal, meanwhile, requires de Blasio to find alternate space for all three of the Success Academy schools that were not permitted to expand.
