According to the recently released study "Is School Funding Fair? A National Report Card," New York ranks close to last for how fairly it funds schools, often giving less funding to districts with high poverty rates. However, things could be getting better. Though the study calls New York's education spending "regressive," they also note the state began implementing changes to the school finance systems in 2006 (after that Campaign for Fiscal Equity lawsuit), which could possibly lead to more progressive spending in the future. For now, rich districts get about $3,000 more per kid.
