Attorney General Andrew Cuomo won't officially declare his candidacy for governor until he finishes his investigations of Gov. Paterson and Senate Majority Leader Pedro Espada (D-Bronx). "[The AG] can't do these cases once a campaign starts, and that is even more true with the David investigation," an insider told the Daily News.

Cuomo had reportedly been planning to begin his campaign at the end of March, but that's on hold until he finishes the investigations. Though the probes might set his campaign back a month—or more—they also give Cuomo "a rationale for continuing to avoid weighing in on contentious issues like the budget and ethics reform." But balking might leave him open to attacks from Republican candidates including Rick Lazio, who has already gone after Cuomo for trying to hide in a "foxhole" instead of making his opinions known.

The investigations themselves could also prove problematic for the Attorney General. Pressing charges against Paterson regarding an alleged attempt to conceal accusations of domestic violence involving a now-suspended aide could irk African American leaders, many of whom think Paterson should serve out his term. "There's a sense that he has been through too much already," an anonymous source said. "Cuomo won't be able to force him out unless there's clear evidence of a crime."

Cuomo—who was destroying Paterson at the polls and in the banks before the controversy erupted—has said he will announce his own political future "at the appropriate time."
